I think if you look at the country as a whole, the majority of efforts are at a stage right now where we are building a "response" to trafficking, but we're not yet at the point where we are totally stopping it, or eradicating it. 2000-2010 have been about building a response. Let's hope the next decade is about finding ways to truly stop it.

It makes clear that Florida law now requires that domestic minor sex trafficking victims be cared for by the dependency system rather than putting them into the criminal justice system. And equally important, it establshes a $5000 civil fine for solicitation of prostitution (under previous law the fine was only $500). The bulk of the new fines will go to funding the Safe Harbor shelters. It's a very good way to both get at the demand side of prostitution as well as to make offenders actually fund victim care.

First, there is a process called Continued Presence (CP) which is granted to undocumented people who are participating/cooperating in a law enforcement investigation of trafficking. There is also the T-visa, which is a visa that victims of severe forms of trafficking can apply for to stay in the U.S.

But yes, there is definitely a sub-set of victims that are here that are undocumented.

There are also sometimes restitution payments made to victims. However, many victims do face financial difficulty after they get out of a situation, and it's an ongoing need.

Sometimes, cases are handled at the state level and investigated and charged under human trafficking laws. Sometimes, cases happen at the state level and are investigated and prosecuted and charged with other offenses, like pimping, or tax evasion.

We are looking at helping an organization start a recovery/safe house with a licensed social worker, we've talked about starting a grassroots movement of people from churches and faith-based organizations who will come to wherever that trafficking victim is and take them to where they need to get help...any other ideas?

The law school at the University of Cincinnati would also be very likely partner--they have an excellent human rights institute there under Professor Bert Lockwood. It sounds like great work you'll be able to do!
